CEN WS/BII 3

CEN BII standardises eProcurement processes, documents and content, supporting EU-wide interoperability, and covering the full procurement cycle, from notification in the pre-award phase, to payment in the post-award phase.

CEN BII defines a minimum set of core information elements of the documents and business processes involved in electronic public procurement. These are published as a set of technical specifications, called CEN BII profiles, and documented as CEN Workshop Agreements (CWAs).

In July 2015, CEN WS/BII 3 has published a number of CWAs for public review, as follows:

CWA 1234:2015 BII Architecture It describes the methodology applied by the Workshop and documents generic topics relevant to all phases of the procurement process.
CWA 2345:2015 BII Notification It describes processes and messages relevant in the notification phase and how to use existing eProcurement standards to implement them.
CWA 3456:2015 BII Tendering It describes processes and messages relevant in the tendering phase and how to use existing eProcurement standards to implement them.
CWA 4567:2015 BII Catalogue It describes processes and messages to support the provision of catalogues both in the pre-and post-award phases of public procurement and how to use existing e-Procurement standards to implement them.
CWA 5678:2015 BII Post-award It describes processes and messages relevant in the post-award area of public procurement (including Ordering, Invoicing, Dispatch Advice, etc.) and how to use existing standards to implement them.

CEN BII also provides mappings to two syntaxes from OASIS UBL and UN/CEFACT. These are published as Implementation guidelines.
