CEN WS/BII 3
CEN BII standardises eProcurement processes, documents and content, supporting EU-wide interoperability, and covering the full procurement cycle, from notification in the pre-award phase, to payment in the post-award phase.
CEN BII defines a minimum set of core information elements of the documents and business processes involved in electronic public procurement. These are published as a set of technical specifications, called CEN BII profiles, and documented as CEN Workshop Agreements (CWAs).
In July 2015, CEN WS/BII 3 has published a number of CWAs for public review, as follows:
CWA 1234:2015 | BII Architecture | It describes the methodology applied by the Workshop and documents generic topics relevant to all phases of the procurement process. |
CWA 2345:2015 | BII Notification | It describes processes and messages relevant in the notification phase and how to use existing eProcurement standards to implement them. |
CWA 3456:2015 | BII Tendering | It describes processes and messages relevant in the tendering phase and how to use existing eProcurement standards to implement them. |
CWA 4567:2015 | BII Catalogue | It describes processes and messages to support the provision of catalogues both in the pre-and post-award phases of public procurement and how to use existing e-Procurement standards to implement them. |
CWA 5678:2015 | BII Post-award | It describes processes and messages relevant in the post-award area of public procurement (including Ordering, Invoicing, Dispatch Advice, etc.) and how to use existing standards to implement them. |
CEN BII also provides mappings to two syntaxes from OASIS UBL and UN/CEFACT. These are published as Implementation guidelines.
